
The Pradhan Mantri Awas Yojana-Urban (PMAY-U) is a fantastic mission launched by the Indian Government to provide affordable, safe, and dignified housing for everyone, especially for people living in urban areas who struggle with housing. This life-changing scheme started on June 25, 2015, under the Ministry of Housing and Urban Affairs (MoHUA). The original mission was set to end by March 31, 2022, but has been extended till December 31, 2024, to ensure more houses are completed.
The mission’s goal is to help people from Economically Weaker Sections (EWS), Low-Income Groups (LIG), and Middle-Income Groups (MIG), especially those living in urban slums, by providing financial help. The program works under four important categories:
1. Beneficiary-led Construction or Enhancement (BLC)
This gives ₹1.5 lakh of Central Government help to each eligible family in the EWS category / Lower category / Backward category. Families can use this money to build or improve their homes.
2. Affordable Housing in Partnership (AHP)
Under this, the government gives ₹1.5 lakh per house for projects where at least 35% of the houses are meant for EWS/Lower/Backward families. The project must also have a minimum of 250 houses to qualify for the help.
3. In-situ Slum Redevelopment (ISSR)
To help improve living conditions in slums, this part of the scheme offers ₹1 lakh per house for houses built in slums. Private developers are encouraged to participate by using the land for redevelopment projects.
4. Credit Linked Subsidy Scheme (CLSS)
This part of the scheme, now closed since March 31, 2022, provided home loan interest subsidies. Families in the EWS and LIG categories received a 6.5% interest subsidy for loans up to ₹6 lakh. For middle-income families, the subsidies were 4% and 3% on loans up to ₹9 lakh and ₹12 lakh, respectively.
Who Can Benefit?
A beneficiary family includes a husband, wife, and unmarried sons or daughters. The family must not own any pucca house (a strong, permanent house) anywhere in India. However, adult earning members, even if unmarried, are considered separate households if they don’t own any pucca house either. In cases where a married couple doesn’t own a house, they can apply for one house together.
Special preferences are given to women (especially widows), people with disabilities, Scheduled Castes, Scheduled Tribes, and Other Backward Classes. Also, every house built under PMAY-U must have basic amenities like water, electricity, toilets, and sewage systems.
Monitoring and Transparency
To ensure smooth and transparent implementation, the scheme uses advanced technology systems. There’s a PMAY-U Dashboard that provides daily updates on the status of houses across different states. A strong Management Information System (MIS) tracks project details, beneficiary information, fund usage, and more. Even geo-tagging technology is used to track the progress of construction through satellite images.
Direct Benefit Transfer (DBT) ensures that the funds are directly transferred to the beneficiary’s bank account in stages, depending on the progress of construction. There’s also a CLSS Awas Portal (CLAP) that was designed to monitor CLSS beneficiaries in real-time, though this part of the scheme has ended.
Technology Sub-Mission
To further improve housing construction, the government has promoted the use of sustainable and modern technologies. Under the Global Housing Technology Challenge (GHTC-India), innovative and eco-friendly construction methods have been introduced.
Several Light House Projects (LHPs) have been built in cities like Chennai, Rajkot, Indore, Lucknow, and Ranchi using alternative technologies that are faster, stronger, and environmentally friendly. These are intended to demonstrate how new techniques can be used to build homes that are durable, cost-effective, and quick to construct.
Moreover, Demonstration Housing Projects (DHPs) are being set up in different cities to further explore and showcase these new building methods.
Encouraging Learning and Innovation
A key part of this mission is to encourage learning. Technograhis, including students, professionals, and government officials, are enrolled to visit these Light House Projects and learn about the new technologies used. Over 40,000 people have already registered for this program.
The government has also initiated training programs like RACHNA (Resilient Affordable Comfortable Housing through National Action) and a special certificate course called NAVARITIH to educate professionals about the latest construction materials and methods.
Affordable Rental Housing
To address the needs of urban migrants and poor workers, the government has also launched Affordable Rental Housing Complexes (ARHCs) under PMAY-U. These rental complexes offer decent, affordable housing close to workplaces, making life much easier for those working in cities far from home.
Recognizing Success
The government celebrates the success of the scheme with PMAY-U Awards to honor states, cities, and beneficiaries who have performed exceptionally well in implementing the scheme.
For example, in the 2021 awards, Uttar Pradesh, Madhya Pradesh, and Tamil Nadu were recognized for their outstanding work in housing development.
